To ease competitive pressure, the level of “population concentration in the capital area” must be brought down and society must be steered towards “opportunity pluralism.” The elevated level of population concentration in the capital area exacerbates competitive pressure and exerts upward pressure on housing prices by driving up population density. One of the ways to alleviate population concentration is developing hub cities outside the greater Seoul area to help prevent the flight of human resources from local communities (Jung et al., 2023).
